Where is your sip peer setup?

If it is in sip.conf
than you would add qualify=200 for example to each peer you want to
monitor.

No, the only thing that matters is that * monitors the extensions
you
care about.

Doing sip show peers on the command line should show on the right if
they are monitored or not.

On the asterisk side.
Under sip.conf for sip clients or iax.conf for iax clients.

If you mean channel availability, as in 'sip show peers', you
need
to
add a qualify parameter to each sip peer, like:

[john]
username=john
type=friend
qualify=500
secret=xxx
host=dynamic
